Cye Mouri's family descended from Mouri Montonari, a famous naval general who hailed from Southern Japan during the Meiji Period. As part of their dukehood, the Mouri clan had a responsibility to protect the Hagi sea, and all males were required to dive into the sea as a rite of manhood. Cye was fifteen years old when he chose to heed this rite and dove into the Hagi sea after finding some documents about the armor left in the care of his family. Gifted as he was, he reached the bottom without an oxygen tank and found the Torrent/Suiko armor. With the help of his orca friend Suiki he recovered the Torrent armor. Previously, he had been taught to fight using the spear and the bow. His preferred weapon of choice is the spear, or rather the Yari that comes with his armor.

His greatest strength lies in the water where his armor gets its power from and it is there he is immune to poison and venom. On land his armor is weaker, making him more vulenerable than the other Ronin Warriors.

Cye has a rather small family, consisting of his mother who has a weak heart, and his older sister Sayoko. This probably explains why Cye enjoys cooking, flower arrangements, and tea ceremonies. His father died when he was very young, leaving his mother and his sister to raise him by themselves. As a child, and as even now, Cye has a gentle personality and greatly cares about others. His compassion knows no bounds and he is the type of person that would rather take the blunt of the attack than to see those he cares for come to any harm. He is a passive Ronin who hates to fight, but when he has to, he doesn't hold back. During the second OVA, Legend of the Inferno Armor, Cye became upset and confused as to why the armors were reacting with evil. He was tired of fighting and he didn't want to see his friends get hurt. Rather than face this as he had done so many times before, Cye ran away and spent time by himself thinking about it all and about what to do. It was initially Black Blaze that helped him make a decision, and it was Cye who healed the spirits of the other four Ronin Warriors and informed them of what was going on with Makala and the Black Inferno. Thus, by reaching out with their spirits to Makala's spirit, they were able to subdue the Black Inferno.
